Delphine O (she/her) is Ambassador and Secretary General of the IVth Ministerial Conference on Feminist Foreign Policies at French Ministry of European and Foreign Affairs since 2019. She led the organization of the Generation Equality Forum, the largest and most important international conference on gender equality and women’s rights since 1995, which took place in Paris in June 2021. The Forum raised $40 billion and 3000 commitments from Member States, international organizations, civil society, private sector and philanthropies, to accelerate gender equality in the next 5 years.

In 2023, she authored her first book « La diplomatie féministe est un sport de combat » (« Feminist foreign policy is a martial art »), published by Tallandier. She teaches Feminist Foreign Policy and Gender equality in International Relations at the Paris School of International Affairs (PSIA) of Sciences Po, France’s top public policy graduate school.

Previously, Delphine O was a member of the French Parliament for La Republique en Marche. In the National Assembly, she was a member of the Committee on Foreign Affairs, the chairwoman of the France -Iran friendship group and the co-rapporteur of the mission on the South China Sea.

A graduate from the Ecole Normale Superieure and the Harvard Kennedy School, Delphine O has previously worked for the French Ministry of Foreign Affairs, the Stimson Center in Washington, DC and ActionAid in Afghanistan. She is an expert of Iran and the Middle East, European affairs and security, Russia and the South China Sea. She speaks French, English, German, Persian and Korean. She is a French-American Young Leader 2019, a Munich Security Conference Young Leader 2019, a member of the Council of the European Council on Foreign Relations (ECFR), a board member of the Institut des Relations Internationales et Strétagiques (IRIS) and a member of the advisory board of the German Marshall Fund (GMF) Paris. She was listed as « 40 Women of the Year » by Forbes magazine in 2021.

Delphine O (elle) est ambassadrice et Secrétaire générale de la IVe Conférence ministérielle des diplomaties féministes au ministère de l’Europe et des Affaires étrangères de la France. Elle a dirigé la conception et l’organisation du Forum Génération Egalité, la plus grande conférence sur l’égalité de genre et les droits des femmes depuis 1995, qui a eu lieu à Paris en juin 2021. Le Forum a mobilisé 40 milliards de dollars et des milliers d’engagements de la part d’Etats, d’organisations internationales, d’ONG, d’entreprises et de fondations philanthropiques, pour faire avancer l’égalité de genre dans les cinq prochaines années.

En 2023, elle a publié le livre « La diplomatie féministe est un sport de combat » aux éditions Tallandier. Elle a créé et enseigné à Sciences po le premier cours sur la diplomatie féministe, au sein de la Paris School of International Affairs. Auparavant, de 2017 à 2019, Delphine était députée de Paris pour La République en Marche, membre de la commission des Affaires étrangères de l’Assemblée nationale, présidente du groupe d’amitié France-Iran et rapporteure de la mission sur les enjeux stratégiques en mer de Chine du Sud.

Diplômée de l’Ecole Normale Supérieure et de la Harvard Kennedy School, Delphine O a travaillé à l’ambassade française à Séoul et au Consulat général de New York, pour le think tank Stimson Center à Washington et l’ONG ActionAid en Afghanistan. Cofondatrice du site d’information Lettres Persanes, elle s’est spécialisée sur l’Iran et le Moyen-Orient, mais également les affaires européennes, la Russie et la mer de Chine.

Delphine O est French-American Young Leaders 2019 et Munich Young Leader 2019. Elle est membre du Conseil du Council of the European Council on Foreign Relations (ECFR), administratrice de l’Institut des Relations Internationales et Strétagiques (IRIS), membre du conseil d’orientation stratégique du German Marshall Fund (GMF) Paris, présidente honoraire de l’Institut du Genre en Géopolitique et membre du Conseil d’orientation d’Open Diplomacy. Elle fait partie des « 40 femmes Forbes » en 2021.
