This midpoint progress report, published by the Feminist Foreign Policy Collaborative (the Collaborative), is the first public-facing output of FFP Accountability, a French-funded initiative tracking commitments made by states and multilateral institutions at the Fourth Ministerial Conference on Feminist Foreign Policy, held in Paris in October 2025. We are grateful to the Ministry for Europe and Foreign Affairs for commissioning us to document this progress, and are hopeful to continue the reporting process beyond the current project scope of one year, as we believe this is an important exercise in transparency, accountability and telling the story of what impact feminist foreign and development policies have had. A full articulation of how we have conceived of this accountability process and categorized relevant commitments is available online in the FFP Accountability Framework. 

A brief word on what this report is not. It is neither a scientific evaluation of individual commitments nor is it a full accounting of the status and impact of the various national feminist foreign policies that have been adopted. We attempt to capture this analysis via our biannual Defining Feminist Foreign Policy paper series, which includes an exhaustive, country-by-country progress report. 

This report covers the period from the Fourth Ministerial Conference (October 2025), when the documented commitments were made, through June 2026, when the Fifth Ministerial Conference took place in Madrid (June 2-3, 2026). The final, annual report will be published in late 2026, marking the close of the first accountability cycle.

This midpoint report provides a snapshot of early progress on the host of commitments announced in Paris. Our team identified commitments using official conference records, notes compiled by the Collaborative team, as well as public statements made throughout the Conference. Our team then attempted to verify these commitments by directly contacting relevant ministries and providing written documentation for verification; we have outlined where we were able to confirm our records and where commitments are unverified by the relevant government. The final report released later this year will synthesize progress across all domains over the full reporting period, when we will again attempt to contact all commitment-makers and verify results.

All findings are presented as self-reported progress by the governments and organizations who made the commitments. The framework acknowledges variability in commitment clarity, uneven data availability and the absence of independent verification. This midpoint report also clearly indicates when we were unable to verify the status of commitments and reflects briefly on implications and broader trends.
