Katie M. Whipkey (she/her) is a PhD candidate at the University of Pittsburgh School of Public and International Affairs and an independent consultant focused on research and learning. Her dissertation focus is on the intersection of feminist foreign policy with international and local civil society advocacy. She has a background in policy analysis and research, working for groups ranging from policy thinktanks such as RAND, to INGOs including CARE Netherlands, to feminist movements and groups around the globe. She has supported communities to develop early warning disaster systems, led research on two organizational flagship reports, is an active member of several academic and professional associations and has presented research on feminist foreign policy at many conferences globally. Katie's research and advice has supported successful lobbying efforts directly to the U.S. Congress as well as the governments of the Netherlands, the EU, Rwanda and Burundi. Locally, Katie is involved with her city's CEDAW initiative and supports local grassroots philanthropy initiatives. Katie has supported the Feminist Foreign Policy Collaborative directly as the lead author of the Defining Feminist Foreign Policy 2025 report.
