Paulina Ibarra (she/her) is a democracy and human rights expert with over 20 years of experience advancing civic space, open government, gender justice and information integrity in Latin America. She is the Co-founder and Managing Director of Fundación Multitudes, a Chile-based civil society organization with ECOSOC status working across Latin America and the Caribbean. Under her leadership, Fundación Multitudes has become a regional reference on democracy, digital rights and technology-facilitated gender-based violence (TFGBV). Paulina was part of the initial Open Government Initiative, led the World Bank’s digital agenda in Latin America and the Caribbean, served as Chair of the Civil Society Pillar of the Community of Democracies and worked as a TFGBV specialist at UN Women. She is currently a Board Member of CIVICUS, a Vital Voices Fellow and is a former member of Chile’s Commission Against Disinformation.
