Emilia Blancarte Jaber

Emilia Blancarte Jaber (she/her) is a policy and strategy expert specialising in feminist accountability, philanthropic strategy and resource mobilisation. She brings together technical rigour and political acuity to help feminist movements and their institutional partners build the systems, funding and coalitions needed to drive lasting change.

Emilia has extensive experience designing accountability frameworks at the intersection of global advocacy and institutional philanthropy. At Global Fund for Women, she developed the Feminist Accountability Framework, coordinating 35 feminist organisations and major institutional funders in a shared accountability architecture. She brings that same approach to her work with the Ministerial Conferences on Feminist Foreign Policy, where she leads the development of the accountability framework tracking state and institutional commitments across the full policy cycle.

She holds a Master's in International Public Management from Sciences Po Paris, as well as a certificate in Impact Philanthropy Advising and has previously worked in Mexico's federal government, bringing a multilateral and cross-sectoral lens to her practice. She works in English, Spanish, French and Portuguese.
